Esther Ana Montes Vera holds a degree in Business Administration and Management from the Complutense University of Madrid, a PD in Refinancing and Restructuring from the IEB and completed an expert course in Insolvency Proceedings from INESEM.

She has spent her career at ICO (Official Credit Institute) where she has held various roles and responsibilities in several positions: Head of the Retail Monitoring and Recovery Division, Head of the Wholesale Monitoring and Recovery Division and Head of the Monitoring and Recoveries Department, Director of Operations Management and Monitoring at ICO and Chief of Administration and Information Systems.

As Chief of Domestic Business, she is responsible for defining and driving ICO's commercial and direct financing origination strategy in Spain for SMEs, midcaps and large companies. She leads the origination of bilateral, syndicated and in corporate debt market transactions, as well as housing projects and specialised financing. She manages customer relationship channels (digital, internal and external network), oversees business reporting and coordinates the preparation, closing and signing of transactions with Risk Management and the legal-operational units. She also manages operations with public support and ensures compliance with state aid regulations, defines and monitors KPIs, coordinates the relationship with relevant third parties and promotes the homogeneity, quality and continuous improvement of origination processes, also guaranteeing the proper transfer of files after signature.

The SME Finance Department, the National Corporate Finance Department and the Housing and Specialised Financing Division report to this Directorate General.
