Paula Novo Cuba General Secretary

Paula Novo holds a Law Degree from the University of Santiago de Compostela (USC) and has been a State Lawyer since 2009.
From July 2023, she held the posts of General Secretary and Secretary of the Board of Directors of COFIDES. She has also been the Head of Legal Advice, General Services, Human Resources and Information Technology.

From 2021 to 2023 she was State Attorney - Coordinator of the Insolvency Department. 
During her career as a State Lawyer, she has held various positions in the legal service of the Spanish Tax Agency (AEAT) and in several departments of the State Attorney General's Office and Ministries. She has also been Secretary General and Secretary of the Board of the public business entity Red.es, Secretary of the Board of INCIBE and Secretary of the Board of Trustees and the Executive Committee of FUNDETEC.

She is co-author of several works and publications and has collaborated as Associate Professor at Pompeu Fabra University, giving seminars.

As Director of the General Secretariat, she is responsible for designing and proposing internal policies within her scope, ensuring the necessary legal advice and guaranteeing the smooth institutional functioning of ICO. She runs the Institute’s Technical Secretariat of the Institute, which included managing the affairs of the Board of Directors and relations with Administrations and Organisations, and, where appropriate, the Secretariat of the Board of AXIS and the Board of Trustees of the ICO Foundation. She provides overall management of human resources, promotes corporate social responsibility and manages the Institute's general services and assets. She also ensures legal certainty and regulatory compliance, coordinates and supervises all ICO procurement, and provides general legal advice on operations, programmes and labour matters, coordinating with the State Attorney's Office when necessary. She also defines indicators and scorecards that facilitate management control and accountability.
